Abstract

Improving the social welfare of the society has been one of the goals of all governments after the Islamic Revolution, and various policies to ensure and strengthen social welfare have been on the agenda of the country's officials. Regardless of the results and the extent to which this goal has been achieved, in the present study, using spatial modeling, data from 30 provinces of the country during the years 2006-2018, the effects of decentralization policies on strengthening social welfare were investigated. The results of the article show that the effect of financial decentralization of income and expenditure on social welfare of the provinces is non-linear, so that increasing the level of decentralization in the provinces does not always lead to increased social welfare, but has an optimal limit for each province and after reaching the point At most, increasing decentralization reduces social welfare. At the same time, the positive spatial coefficient shows that the increase or decrease of social welfare in a province overflows and affects the neighboring provinces. In addition to financial decentralization indicators, according to the results of the model, the variables of literacy rate, per capita income and urbanization have a positive and significant effect and the poverty index has a negative effect on social welfare in the provinces of Iran.In addition to financial decentralization indicators, according to the results of the model, the variables of literacy rate, per capita income and urbanization have a positive and significant effect and the poverty index has a negative effect on social welfare in the provinces of Iran.
