اثرات تکانه های مخارج دولت بر بهرهوری نهاده ها، و ترجیحات مصرف کنندگان در ایران
نقش تکانههای مخارج بخش عمومی در اقتصاد همواره مورد توجه سیاستگذاران و اقتصاددانان بوده است. مخارج دولت شامل مصرف و سرمایهگذاری دولت است. این پژوهش به بررسی اثرات انواع تکانههای مخارج دولتبر متغیرهای کلان اقتصادی برای دادههای سالیانه 1395-1357 در ایران میپردازد. به طور خاص اثرات تکانههای مخارج دولت بر متغیرهای محصول، مصرف بخش خصوصی، سرمایهگذاری بخش خصوصی، دستمزد واقعی و اشتغال بررسی میشود. به علاوه در این پژوهش تاثیر مخارج دولت بر رفتار خانوار و بنگاه بررسی شده است. بنابراین، نقش سرمایهگذاری دولت از طریق تابع تولید و نقش مصرف دولت از کانال تابع مطلوبیت وارد الگو شده است. الگو متناسب با اقتصاد ایران بهگونهای طراحی شده که قاعده پولی بانک مرکزی ایران بر اساس حجم پول و همچنین بودجه دولت بر اساس درآمدهای نفتی، مالیاتی، اوراق مشارکت و قرض از بانک مرکزی باشد. در نهایت الگو برای اقتصاد ایران برآورد شده است. مزیت این الگو نسبت به سایر پژوهشها در ایران، مطالعه همزمان تاثیر انواع مخارج دولت بر بهرهوری نهادههای تولید و ترجیحات مصرفکنندگان است. به عبارت دیگر، الگو در برگیرنده تأثیر سرمایه بخش عمومی در تقویت بهرهوری بنگاهها و وابستگی ترجیحات مصرفکنندگان به مصرف دولت است. الگوی بکار رفته در این تحقیق دارای ویژگیهایی از قبیل داشتن پایههای اقتصاد خرد، چسبندگی اسمی، بازار رقابت ناقص و تعادل عمومی است. بخشهای موجود در الگو شامل خانوارها، بنگاهها، دولت و بانک مرکزی است. با توجه به تصادفی بودن الگو، امکان بررسی اثرات تکانههای اسمی و واقعی بر متغیرهای کلیدی اقتصاد فراهم میشود. به عبارت دیگر، برای حل و برآورد الگو از چهارچوب تعادل عمومی پویای تصادفی ((DSGE کینزیهای جدید استفاده شده است. پس از حل الگو، سیستم معادلات خطی با روش بیزی برای اقتصاد ایران برآورد شده است. نتایج برآورد بیزی نشان میدهد که سرمایه بخش عمومی بر تابع تولید و همچنین مصرف دولت بر تابع مطلوبیت تأثیر مستقیم دارد. از آزمونهای تشخیص همگرایی تک متغیره و چند متغیره مارکوف- چان- مونت- کارلو (MCMC)، مطابقت توزیعهای پیشین و پسین و همچنین مقدار نهایی درستنمایی برای ارزیابی الگو استفاده شده است. همچنین از طریق مطابقت نمودارهای شبیهسازی متغیرها و تکانهها، الگو ارزیابی شده است. با توجه به نتایج بدست آمده از برازش الگو، این الگو برای اقتصاد ایران مناسب به نظر میرسد. واکنشهای آنی تکانههای مصرف دولت و سرمایهگذاری دولت بر روی متغیرهای محصول، مصرف بخش خصوصی، سرمایهگذاری بخش خصوصی، دستمزد واقعی و اشتغال بررسی شده است. همچنین اثرات تکانههای مصرف و سرمایهگذاری دولت مقایسه شدهاند. نتایج نشان میدهد که در ایران، انباشت سرمایه عمومی باعث تقویت بهرهوری بنگاهها میشود. همچنین، ترجیحات مصرفکنندگان تحت تاثیر مصرف دولت است. ملاحظه میشود که بین مصارف عمومی و خصوصی رابطه جانشینی وجود دارد. به علاوه، تکانه مصرف دولت باعث افزایش سرمایهگذاری بخش خصوصی، محصول، اشتغال و دستمزد واقعی میشود. تکانهی مثبت سرمایهگذاری دولت نیز موجب افزایش محصول، اشتغال، دستمزد واقعی و کاهش مصرف خصوصی میشود. همچنین یک رابطهی مکملی بین سرمایهگذاریهای عمومی و خصوصی وجود دارد. به نظر میرسد که سرمایهگذاری دولت، میتواند از طریق ایجاد و گسترش زیرساختها باعث افزایش سرمایهگذاری بخش خصوصی شود. نتایج بدست آمده، تاکید بر نقش تکانه مثبت سرمایهگذاری دولت در بهبود شرایط اقتصادی تاکید دارد. بر اساس یافتهها، توجه به نقش سیاستهای مخارج دولت برای مقابله با رکود با اهمیّت به نظر میرسد.

تأثیر آزادی اقتصادی بر فعالیت های کارآفرینانه : رویکرد دیده بان جهانی کارآفرینی
هدف از انجام پژوهش حاضر، بررسی تأثیر آزادی اقتصادی بر سطح فعالیتهای کارآفرینانه در 30 کشور منتخب، طی سالهای 2005 تا 2014، میباشد. بیکاری و مطالبات اشتغالهای دولتی بحرانهای عمیق اقتصادی- اجتماعی در اقتصاد را به وجود آورده است. با این وجود، بسیاری از کشورها، در بستری از رقابتها، تحولات جهانی، چرخههای رکود و رونق، وقایع سیاسی و امنیتی، تهدیدها و تحریمها، دسترسی به منابع طبیعی محدود، موقعیت جغرافیایی سخت و بسیاری از شرایط دیگر؛ رشد و توسعه اقتصادی را تجربه کردهاند. بهطوریکه رشد شغلی خالص در ایالاتمتحده، اتحادیه اروپا، و برخی از اقتصادهای آسیایی به طور گسترده توسط شرکتهای کوچک و کارآفرینی هدایت میشوند.
آزادی اقتصادی و جهانی شدن یکی از عواملی است که در افزایش فعالیتهای کارآفرینانه و خوداشتغالی میتواند نقش موثری داشته باشد. با جهانی شدن و آزادی اقتصادی، حرکت به سمت کارایی و بهینه ساختن استفاده از منابع آغاز شده و اشتغال در فعالیتهای ناکارآمد نظیر فعالیتهایی که صرفاً با حمایت دولت قابل دوام است از میان خواهد رفت و بنگاهها آمادگی بیشتری برای خوداشتغالی و فعالیت در بخش خصوصی و بازارهای جهانی بدست میآورند.
آزادی اقتصادی در این مطالعه بر اساس شاخص آزادی اقتصادی موسسه فریزر و با استفاده از پنج شاخص 1.اندازه دولت(مخارج مصرفی دولت، پرداختهای انتقالی، مالکیت دولتی و سرمایهگذاری دولت، بالاترین نرخ مالیات)، 2.ساختار قانونی و امنیت حقوق مالکیت (استقلال قضایی، حمایت از حقوق مالکیت، اجرای قانونی قراردادها، یکپارچگی سیستم قانونگذاری)، 3.دسترسی به پول سالم (رشد نقدینگی، تغییر نرخ تورم، انحراف معیار تورم)، 4.آزادی تجارت بینالمللی (موانع قانونی تجارت، هزینههای صادرات و واردات، کنترلهای بازار سرمایه) و 5.تنظیم قوانین و مقررات (قوانین مالی، بازار کار و تجارت) خارجی مورد مطالعه قرار گرفت و فعالیتهای کارآفرینانه نیز بر اساس تعریف دیدهبان جهانی کارآفرینی از فعالیت کارآفرینی با پنج سطح، کارآفرینی نوظهور، جدید، نوپا، تثبیتشده و نرخ خروج از کسبوکار نتخاب گردید.
روش پژوهش در این مطالعه بر اساس مدلهای مبتنی بر اطلاعات دادههای پانل (ترکیبی) و با استفاده از روش تخمین حداقل مربعات تعمیمیافته(GLS) در محیط نرمافزار Eviews9 و Stata14 صورت گرفت. این انتخاب به این دلیل میباشد که در مدلهای دادههای پانل، ارزش متغیرها هم در مقاطع و هم در طول زمان اندازهگیری میشود و استفاده از دادههای مقطعی برای چندین سال متوالی نتایج بهتر و قابل اعتمادتری را در بر دارد و قدرت توضیحدهندگی مدل را افزایش میدهد.
جهت تعیین مدل اقتصادسنجی بر اساس مطالعات نظری و تجربی ورهیول و همکاران (2002) در «نظریه التقاطی بر کارآفرینی-سیاستها، موسسات و فرهنگ» متغیرهای موثر بر فعالیتهای کارآفرینانه برای برآورد و استنتاج در 5 مدل مشخص گردید.
نتایج بدست آمده از این پژوهش، نشان میدهد، آزادی اقتصادی رابطه معناداری با سطح فعالیتهای کارآفرینانه دارد. از بین شاخصهای مورد بررسی، شاخص اندازه دولت، شاخص ساختار قانونی و دسترسی به پول سالم رابطه مثبت و معنادار، اما شاخص امنیت حقوق مالکیت رابطهی منفی و معناداری با سطح فعالیتهای کارآفرینانه دارد. دولت بزرگ و ساختار قانونی منسجم، در ابتدای راه یک فعالیت کارآفرینی، موجب تقویت و تشویق آن فعالیت میشوند و بهطور کلی؛ از زمان تأسیس یک فعالیت کارآفرینی دولت نقش یک حمایتگر را ایفا میکند اما هر چقدر از عمر این فعالیت میگذرد، نقش دولت کمرنگتر و ناچیزتر، و تا جایی که بزرگی اندازه و دخالتهای بیشتر، مانعی برای این فعالیتها و خروج آنها از کسب و کار و بازار میشود.

شناسایی بهترین نوع موجک در تحقیق های اقتصادی: مطالعه موردی-چرخه های تجاری در ایران
بررسیهای نظری نشان میدهد روش موجک ابزار ریاضی مناسبی برای تجزیه سیگنالها و نمایش آنها در سطوح مختلف است. در عین حال، روش موجک دارای مرتبه موجها و ابزار متفاوت برای هموارسازی سری است. مطالعات نشان داده است که موجکهای متعامد شامل هار، دابچیس، سیملتس، کو ایفلتس، دو متعامدی جزء بهترین نوع از موجک ها هستند. از طرفی هر نوع موجک خود به مرتبه موجهای متفاوتی تقسیم میشوند که برای موجک هار یک مرتبه، برای موجک دابچیس نه مرتبه، برای موجک سیملتس هفت مرتبه، برای موجک کوایفلتس پنج مرتبه و برای موجک دومتعامدی پانزده مرتبه تعریف شده است. با توجه به این مطلب که هرکدام از مرتبههای موجک خود میتواند بهعنوان یک موجک تلقی شود، بهتنهایی برای موجکهای متعامد، سیوهفت نوع موجک قابلیت انتخاب شدن دارند. از طرفی برای هر نوع از موجک میتوان تا ده سطح تجزیه سازی انجام داد که هر سطح از تجزیه سازی به شکلی فرایند روند اقتصادی را به شکل مختلفی نشان میدهد و این یعنی اینکه یک سری میتواند به سیصد و هفتاد سری تجزیه شود. به لحاظ اقتصادی این مطلب به این معنی خواهد بود که برای بررسی یک سری زمانی مانند تولید ناخالص داخلی می توان 370 نوع فرمول چرخه اقتصادی تعریف کرد که مسلماً هر کدام نتایج و تفسیر متفاوتی را خواهد داشت. این امر در برنامه ریزیهای کوتاه مدت و بلندمدت اقتصادی دارای حساسیت زیادی است.
این امر در برنامه ریزی های کوتاه مدت و بلندمدت اقتصادی دارای حساسیت زیادی است. با توجه به این مطلب که هیچگونه تحقیقی درزمینهی برتری نوع موجک در کارهای اقتصادی انجامنشده است، بسیاری از مطالعات انجام شده به دلیل کم توجهی به سوالات زیر اگرچه ارزشمند با خطا همراه هستند.
1- تعریف از روند و چرخه چیست؟
2- مناسب ترین نوع موجک کدام است؟
3- کدام مرتبه موجک مناسب تر است؟
4- کدام سطح موجک مناسب تر است؟
این مقاله برای پاسخ به این سوالات با استفاده از روش موجک از بین موجکهای متعامد هار، دابچیس، سیملتس، کوایفلتس و دو متعامدی با طول موج حداکثر 5 سطح، بهترین نوع، مرتبه و سطح موجک را به منظور هموارسازی چرخه های تجاری در ایران، طی دوره زمانی فصلی 1396-1367 با روش شبیه سازی گذشته نگر گذشته نگر (ex-post) و تحلیل همبستگی و استفاده از نرم افزار MATLABمورد بررسی قرار میدهد.
نتایج تحقیق نشان میدهد که موجک bior2.2 دارای بالاترین کیفیت در تجزیه و هموارسازی چرخههای تجاری در ایران است. بر اساس این نتایج، سری لگاریتم تولید ناخالص داخلی فصلی که با استفاده از موجک bior1.1 در سطح 2 تجزیه گردیده است، در میان تمام موجکها بالاترین کیفیت در تجزیه و هموارسازی داده های اقتصادی را دارد. موجکهای bior2.2_l4، bior2.2_l1، bior3.1_l4، bior2.2_l3 و bior3.1_l5در رتبه های دوم تا ششم قرار گرفتهاند. همچنین بدون توجه به نوع موجک سطح 4 بیشترین تکرار را در تمامی سطوح داشته است و از این حیث بهترین سطح تجزیه محسوب می شود.
بر این اساس توصیه میشود در زمانی که از دادههای سالیانه استفاده میشود، سطح موجک انتخابی پایین (حداکثر 3) و اگر داده های ماهیانه و یا فصلی باشد، سطح موجک بالا (حداقل بیشتر از 4) انتخاب گردد. همچنین برآورد چرخههای تجاری ایران نشان میدهدکه در دوره ی تحقیق، تعداد 16 چرخهی تجاری وجود داشته است که بیشترین سالهای رکود متوالی مربوط به سالهای 82-1380، 89-1387 و 93-1391 بوده است.

تحلیل نامتقارنی اثر مصرف انرژی و توسعه مالی بر رشد اقتصادی در ایران: کاربردی از روش ARDL غیرخطی
رشد اقتصادی از اهداف اصلی سیاستگذاری اقتصادی هر کشور است. در سال های اخیر رابطهی میان توسعهی بخش مالی و مصرف انرژی بر رشد اقتصادی، محور مباحث بسیاری از اقتصاددانان توسعه بوده است، لیکن هیچگاه اجماع در میان اندیشمندان اقتصادی راجع به رابطه آنها وجود نداشته است. هدف از مطالعه حاضر تبیین رابطه بین رشد اقتصادی، مصرف انرژی و توسعهی می باشد. بدین منظور، در این پژوهش به تحلیل نامتقارنی از اثرات مصرف انرژی و توسعهی مالی بر رشد اقتصادی ایران طی با استفاده از مدل خودرگرسیونی با وقفه توزیعی غیرخطی (NARDL) بررسی میشود. از آنجا که در ایران ارتباط غیرخطی و نامتقارن بین مصرف انرژی و توسعه مالی و رشد اقتصادی تواما با هم انجام نگرفته است زیرا تغییرات مثبت یا منفی یک متغیر آثار مشابهی بر متغیر دیگر ندارد، این مقاله بر آن است که روابط غیرخطی این متغیرها را در دوره زمانی 1358-1396 بررسی کند. در این تحقیق،برای متغیر توسعه مالی از 2 شاخص متفاوت (اعتبارات داخلی به بخش خصوصی به تولید ناخالص داخلی و نقدینگی بخش خصوصی به تولید ناخالص داخلی) استفاده شد. مصرف سرانه انرژی مورد استفاده در این پژوهش از مصرف انواع منابع تجدیدپذیر و تجدید ناپذیر تقسیم بر جمعیت یک کشور میباشد که بر حسب کیلوتن معادل نفت خام در نظر گرفته ایم. از نیروی کار و سرمایه که از مهم ترین عوامل موثر بر رشد اقتصادی هستند استفاده شده است. در واقع، نیروی کار و سرمایه عوامل واسطهای هستند که برای استفاده به انرژی نیاز دارند و انرژی از طریق تاثیری که بر نیروی کار و سرمایه میگذارد، به طور غیرمستقیم بر رشد اقتصادی موثر است.نتایج مطالعه نشان داد که بین رشد اقتصادی، مصرف انرژی و توسعه مالی رابطهای نامتقارن وجود دارد، به نحوی که در بلندمدت و کوتاه مدت شوک مثبت مصرف انرژی و توسعه مالی باعث کاهش رشد اقتصادی شدهاست. شوک مثبت مصرف انرژیاین نتایج را نشان میدهدکه تلاش تولیدکنندگان، برای کاهش مصرف انرژی باعث کاهش رشد اقتصادی درکوتاهمدت میشود. همچنین هر شوک مثبت به توسعه مالی موجب کاهش رشد اقتصادی در ایران میشود. همین امر موجب کاهش مصرف و کاهش دسترسی به منابع مالی و در نهایت موجب کاهش فعالیت های سرمایه گذاری میشود. در این زمینه ضریب منفی نشان دهنده این است که اعتبار اختصاص یافته به مردم توسط بخش بانکی به درستی سرمایه گذاری نشده است. این ناکارآمدی در استفاده از اعتبار باعث کاهش رشد بالقوه اقتصاد ایران شده است. از سوی دیگر، اتکا به درآمدهای نفتی بالا و تخصیص نابهینه اینگونه درآمدها به طرح های سرمایه گذاری بدون توجه به ملاحظات ناظر بر توجیه مالی و بازار باعث کاهش کارایی سرمایه گذاری و تبع آن عدم کارایی ابزارهای مالی و تاثیر منفی توسعه مالی بر رشد اقتصادی بوده است. در بلندمدت، شوک منفی مصرف انرژی و توسعه مالی اثر مثبتی بر رشد اقتصادی داشتهاست؛ اما در کوتاه مدت، شوک منفی مصرف انرژی و توسعه مالی به ترتیب اثر منفی و مثبتی بر رشد اقتصادی برجای گذاشتهاست.

اندازهگیری و مقایسه درجه رشد حامی فقرا در کشورهای اسلامی
فقر یکی از اصلیترین عوامل در طول تاریخ میباشد که جامعه بشری با آن روبرو بوده است، رشد بالای اقتصادی در دهه گذشته ایدهای مبنی بر اینکه رشد میتواند به کاهش فقر در جهان منجر شود رایج شد و قبل از غالب شدن رشد حامی فقرا بر تفکرات توسعهای بود و در دهه 1950 و 1960 اغلب تفکرات توسعهای در ارتباط با رشد و فقر، تفکرات رشد سریز نیز بود و بعد از آن اغلب فکر میکردند که رشد منجر به افزایش فقر میشود که این تفکر توسط بهاگواتی در سال 1988 در شرایط انقلاب سبز پدید آمده بود اما در دو دهه ادبیات توسعهای در پیرامون رشد حامی فقرا گسترش پیدا کرده است. نابرابری هم به اندازه رشد از اهمیت برخوردار است زیرا افزایش نابرابری منجر به افزایش فاصله طبقاتی در جامعه میشود و میتواند باعث عدم بهبودی وضعیت فقرا در جامعه شود و از آنجا که فرضیه کوزنتس بیان میدارد که رشد در مراحل اولیه منجر به افزایش نابرابری میشود تا زمانی که کشورها به یک درآمد متوسط دست یابند، بنابراین رشد زمانی حامی فقرا خواهد بود که در کنار کاهش فقر به کاهش نابرابری هم کمک کرده باشد.
در این مقاله ارتباط بین سه مفهوم توسعه یعنی فقر، نابرابری و رشد را با استفاده از شاخصهای رشد حامی فقرا (شاخص کاکوانی و پرنیا (2000) و کاکوانی و سان (2003)) در 9 کشور اسلامی مورد بررسی قرار گرفته که از آخرین دادههای در دسترس پایگاه اطلاع رسانی PovcalNet و پکیچ توزیعی تحلیلی استاتا استفاده شده است. هدف اصلی این پژوهش بررسی ماهیت رشد بدون در نظر گرفتن عوامل تعیین کننده رشد است. نتایج بدست آمده برای کشور قزاقستان (6-2001، 10-2006 و 15-2010) نشان میدهد که رشد منجر به کاهش فقر و همچنین بهطور واقعی نابرابری را بین فقرا و اغنیا کاهش داده است، که نشان دهنده رشد قویاً حامی فقرا در این کشور میباشد. همچنین تاجیکستان (2004-1999) بیشترین کاهش فقر را تجربه کرده است. نتایج نشان میدهد ماهیت رشد در کشورهای تاجیکستان (2015-2009) و ترکیه (2006-2002) که رشد مثبت تجربه کردهاند با اندازهگیری شاخصهای مختلف فقر، فقرزا بوده و در کشور ایران در دوره 2014-2006 با استفاده از شاخص رشد حامی فقرا (PPGI) و نرخ معادل رشد فقر (PEGR) به ترتیب فقرزا و حامی فقرا بوده است. بهطور کلی نتایج تحقیق نشان داد که نمیتوان رشد را در کشورهای اسلامی بهطور نسبی حامی فقرا دانست. اگر رشد حامی فقرا با شاخصهای مختلف فقر اندازهگیری شود نشان میدهد، افراد نزدیک خط فقر نسبت به افرادی که دورتر از خط فقر (فقیرترین فقرا) زندگی میکنند از منافع بیشتر رشد، بهرهمند خواهند شد.

نقش دولت در پیچیدگی اقتصادی کشورهای در حال توسعه؛ آزمون نظریه رشد نامتوازن بامول
مجموعه نظریههای ارائه شده در خصوص دستیابی به رشد و توسعه اقتصادی را میتوان به دو گروه اساسی تقسیمبندی نمود. یک نظریه رشد متوازن و دیگری نظریه نامتوازن. نظریه رشد متوازن بیان میکند برای دستیابی به توسعه اقتصادی لازم است سرمایهگذاری در تمام فعالیتهای اقتصادی و بخشهای مختلف آغاز شود تا بخشهای مختلف بتواند به حمایت از یکدیگر بپردازد، اما از آنجاییکه این نظریه قادر به حل مسائلی چون کمبود سرمایه و کمیابی منابع نیست توسط طرفداران نظریه رشد نامتوازن موردانتقاد قرار گرفت. از معروفترین نظریههای رشد نامتوازن، نظریه بامول است. نظریه رشد نامتوازن بامول، تأثیر رشد بهرهوری نیروی کار و سرمایه را بر سایر بخشهای اقتصادی، بااهمیت تلقی کرده و تأکید دارد که رشد بهرهوری در بخش تولید منجر به تولید کالاهای با فناوری بالا میشود، زیرا فناوری تحت تأثیر بهرهوری است. این نظریه به الگوی اسکاندیناوری تورم معروف اسـت و اقتصـاد را بـه دو بخـش پیشـرو (بخش خصوصی) و غیر پیشرو (بخش دولتی) تقسیم میکند. فرضهای زیر در این مـدل اعمــال مــیگردد: فرض اول: کــالا و خــدمات بخــش دولتــی از کشــش و قیمتــی کمتــر برخوردارند. فرض دوم: بهبود و افـزایش بهـرهوری در بخـش خصوصـی بیشـتر از بخـش عمومی است. فرض سوم: نرخ دستمزد در هـر دو بخـش خصوصـی و عمـومی یکسـان است. میتوان گفت اگر نرخ تولید بخش عمومی نسبت به بخش خصوصی ثابت بماند، در این صورت منابع نیروی کار باید از بخش خصوصی به بخش عمومی منتقل شود. بامول بیان میکند که تغییرات بهرهوری ناشی از تغییرات فنّاوری است و تغییرات فنّاوری بیشـتر در مورد تجهیزات سرمایهای صادق است. با توجه به اینکه فعالیتهای دولت اکثـراً خـدماتی هستند، بنابراین افزایش بهرهوری کمتر صورت میگیرد و منجر به افزایش هزینه واحد تولید میشود. از جمله مفاهیم مهم، توجه داشتن به شاخص پیچیدگی اقتصادی است که اشاره به ویژگی تولید محصولات دانشبنیان در داخل و همچنین تنوعبخشی به کالاهای صادراتی کشور دارد. پیچیدگی اقتصادی معیاری برای محاسبه دانش و مهارت در یک جامعه است که از طریق محصولات تولیدشده در آن جامعه به این مهم میرسد، زیرا ایدئولوژی مرتبط با آن بر این پایه استوار است که اگر ساخت یک محصول نیازمند نوع خاصی از دانش و مهارت باشد، میتوان نتیجه گرفت کشورهایی که آن محصول را تولید میکنند دانش و مهارت موردنیاز برای تولید آن را نیز دارند. بهعبارتدیگر، محصولات تولیدشده رد پای دانش و مهارت را به ما نشان میدهد. شاخص پیچیدگی اقتصادی هر کشور متوسطی از ارزشهای کالاهای صادراتی آن کشور است. در این رابطه، دولت میتواند با افزایش کیفیت خدمات عمومی، کیفیت خدمات مدنی و همچنین افزایش اعتبار تعهد نسبت به اجرای سیاستهای مالی، زمینه افزایش بهرهوری کل عوامل تولید را فراهم نموده و با افزایش کارایی باعث ایجاد تنوع محصولات متمایز در داخل و همچنین تنوعبخشی محصولات صادراتی گردد. بدیهی است لازمه این امر شناخت وضع موجـود، اعمـال سیاسـتهـای مناسب (در اینجا اتخاذ و اعمال سیاست مالی مناسب) و پالایش دقیـق نتـایج سیاسـتهـای مـذکور است. هدف از پژوهش حاضر، بررسی نقش سیاستهای مالی دولت به همراه اثربخشی آنها بر شاخص پیچیدگی اقتصادی در کشورهای منتخب سازمان همکاری اسلامی (OIC) طی سالهای 2017-2002، با استفاده از روش گشتاورهای تعمیمیافته (GMM) است. نتایج نشان داد متغیرهای بهرهوری کل عوامل تولید، توسعه مالی و اثربخشی دولت تأثیر مثبت بر پیچیدگی اقتصادی کشورهای موردمطالعه دارند که هماهنگ با نظریه رشد بامول است. بنابراین لازم است با بهبود رژیمهای نهادی و اقتصادی، بسترهای مناسب جهت بهرهگیری از دانش کالاهای وارداتی با فناوری بالا در راستای داشتن سبد صادراتی متنوعتر فراهم آید.
