یک تحلیل تعادل عمومی از اثرات تورمی، تولیدی و مصرفی مالیات بر ارزش افزوده در ایران
دولتها برای تأمین مخارج خود از منابع مختلف درآمد تحصیل میکنند. یکی از مهمترین منابع درآمدی دولتها مالیات است. مالیات با روش و انواع مختلفی وضع میگردد که یکی از انواع آن مالیات بر ارزش افزوده است. مالیات بر ارزش افزوده (VAT) به عنوان روش جدید اخذ مالیات با ایجاد یک پایة مالیاتی گسترده، در بسیاری از کشورها مورد توجه قرار گرفته است.مالیات بر ارزش افزوده نوعی مالیات چند مرحلهای است که به کالاها و خدمات تعلق میگیرد و منظور از آن اخذ مالیات از اضافه ارزش کالاهای تولید شده یا خدمات ارائه شده در مراحل مختلف تولید و توزیع است که در هر مرحله به صورت درصدی جدا از قیمت اخذ میشود.به عبارت دیگر مالیات بر ارزش افزوده نوعی مالیات بر قیمت فروش است که بار مالیاتی آن بر دوش مصرفکننده نهایی است و از ارزش افزوده بنگاهها، یعنی تفاوت بین عایدی ناشی از فروش کالاها و خدمات و کل هزینههایی که بابت خرید نهادههای تولیدی (به جز نیروی انسانی) پرداخت شده، دریافت میشود. دو روش کلی برای محاسبه مالیات بر ارزش افزوده وجود دارد که عبارتند از: روش تجمعی و روش تفریقی. هر یک از روشهای تجمعی و تفریقی، خود به دو شیوه مستقیم و غیرمستقیم دسته بندی میشوند.از نگاه دیگر، مالیات بر ارزش افزوده را میتوان به دو روش بر مبنای اصل مبدأ و مقصداجرا کرد.بر اساس نحوه منظور کردن خرید کالاهای سرمایهای در پایه مالیات بر ارزش افزوده، میتوان این مالیات را با سه مبنای مختلف معرفی نمود که عبارتند از: مالیات بر ارزش افزوده بر مبنای تولید ناخالص ملی (نوع تولیدی)؛ مالیات بر ارزش افزوده بر مبنای تولید خالص ملی (نوع درآمدی)؛ و مالیات بر ارزش افزوده بر مبنای مصرف (نوع مصرفی). در کشور ایران نیز به منظور اصلاح ساختار مالیاتی، قانون مالیات بر ارزش افزوده از نیمه دوم سال 1387 به اجرا گذاشته شده است. از آنجا که تاکنون این قانون به صورت آزمایشی اجرا شده و لایحه تبدیل آن از قانون آزمایشی به قانون دائمی در دست بررسی است، مطالعه آثار مالیات بر ارزش افزوده بر متغیرهای کلان اقتصادی اهمیتی ویژه دارد. بر همین اساس، در این مقاله اثرات اجرای قانون آزمایشی مالیات بر ارزش افزوده بر متغیرهای کلان اقتصاد ایران شامل تورم، تولید ناخالص داخلی و مصرف مورد بررسی قرار گرفته است. روش تحقیق از نوع کمّی است و با استفاده از یک الگوی تعادل عمومی قابل محاسبه (CGE) انجام شده است. این روش یکی از روشهای تحلیل کمّی است که برای بررسی دامنة وسیعی از موضوعات سیاستی از جمله سیاستهای مالیاتی، انعطافپذیر است و میتواند چارچوب جامعنگری را برای بررسی آثار همه جانبة سیاستها فراهم نماید. مدل مورد استفاده در این مقاله، مدل استاندارد تعادل عمومی قابل محاسبة ارائه شده توسط لافگِرن و همکاران (2002) است. این مدل یکی از معروفترین مدلهای CGE است که به صورت استاندارد طراحی شده است. معادلات این مدل به چهار بخش یا بلوک تقسیم می شوند که عبارتند از: بلوک قیمت، بلوک تولید و تجارت، بلوک نهادها و بلوک قیدهای سیستم. البته تعدیلات لازم در معادلات مدل استاندارد به منظور هماهنگی آن با اقتصاد ایران صورت گرفته است. در مدل تعادل عمومی قابل محاسبه، معمولاََ منبع اطلاعات، ماتریسی است که آن را ماتریس حسابداری اجتماعی (SAM) مینامند. ماتریس حسابداری اجتماعی، ماتریس مربعی است که هر حساب در محل برخورد یک سطر و ستون قرار گرفته است. این ماتریس اطلاعات عددی اقتصاد را به طور جامع مورد بررسی قرار میدهد. آخرین ماتریس حسابداری اجتماعی ایران مربوط به سال 1390 است که در سال 1394 توسط مرکز پژوهشهای مجلس تهیه شده است، که در مقاله حاضر از این ماتریس به عنوان منبع اطلاعات استفاده میشود. فعالیتهای اقتصادی به هفت بخش: کشاورزی، نفت، معدن، صنعت، انرژی، ساختمان و خدمات تقسیم شده است. تحلیل سیاستی در قالب دو سناریو انجام شده است که عبارتند از اعمال مالیات بر ارزش افزوده با نرخ 6% و 9%. در هر دو سناریو، نرخ مالیات بر ارزش افزوده در بخش کشاورزی صفر در نظر گرفته شده است. نتایج به دست آمده نشان میدهد که اجرای مالیات بر ارزش افزوده در ایران موجب افزایش تورم، کاهش تولید ناخالص داخلی و کاهش مخارج مصرفی خانوارها میگردد.

بررسی عوامل مؤثر بر شاخص بحران ارزی تعدیل شده در ایران: رویکرد رگرسیون لاجیت
وقوع مکرر بحرانهای ارزی در سالهای اخیر، ادبیات هشدار زودهنگام را به کانون توجه محققان بازگردانده است. هدف از مطالعه حاضر معرفی یک الگوی هشدار پیش از وقوع بحران ارزی در ایران است. در سالهای اخیر مفهومی از یک سیستم هشدار زودهنگام (EWS) توسعهیافته که باید قادر به شناسایی وقایع پرهزینه نظیر بحرانهای ارزی باشد تا زمان کافی برای کاهش هزینههای بحران را برای محققان اقتصادی ایجاد نماید. بدین منظور در این تحقیق عوامل مؤثر بر احتمال وقوع بحران ارزی ایران طی سالهای 1395-1360 با استفاده از یک مدل با متغیر وابسته گسسته در قالب الگوی لاجیت بررسی میشود. در این تحقیق برای محاسبه شاخص بحران ارزی تعدیل شده از ترکیب تغییرات نرخ ارز، ذخایر ارزی و نرخ سود بانکی استفاده میگردد. نتایج حاصل از برآورد الگوی لاجیت نشان میدهد که با افزایش در متغیرهای نسبت کسری بودجه دولت به تولید ناخالص داخلی، نسبت کسری حساب جاری به تولید ناخالص داخلی، نسبت اعتبار داخلی به بخش خصوصی به تولید ناخالص داخلی و نرخ تورم، احتمال رخداد بحران ارزی افزایش مییابد. به عبارتی دیگر افزایش در این متغیرها ( به عنوان شاخصهای پیشروی بحران ارزی) موجب شدت در وقوع بحران ارزی میگردد. نتایج دیگر تحقیق حاکی از آن است که افزایش در نرخ رشد تولید ناخالص داخلی موجب کاهش در احتمال وقوع بحران ارزی میگردد. کشش نسبت کسری بودجه دولت به تولید ناخالص داخلی نشانگر آن است که با افزایش یک درصدی در این متغیر با ثابت فرض کردن سایر متغیرها، احتمال وقوع بحران ارزی 48/0 درصد افزایش مییابد. از طرفی اثر نهایی مربوط به متغیر نسبت کسری بودجه دولت به تولید ناخالص داخلی نشان میدهد که به ازای یک واحد افزایش در این متغیر احتمال وقوع بحران ارزی 32/4 درصد افزایش مییابد. بنابراین افزایش در کسری بودجه یکی از عوامل پیشرو در وقوع بحران ارزی است. میتوان گفت که در صورتیکه دولت بخشی از کسری بودجه خود را از محل ذخایر ارزی تأمین کند در این حالت منجر به کاهش ذخایر ارزی میشود و احتمال بروز بحران ارزی را در کشور افزایش میدهد. از طرفی مقدار کشش متغیر نسبت کسری حساب جاری به تولید ناخالص داخلی حاکی از آن است که به ازای یک درصد افزایش در این متغیر با فرض ثبات سایر شرایط احتمال وقوع بحران ارزی 38/0 درصد افزایش مییابد. از سوی دیگر اثر نهایی این متغیر نیز نشانگر آن است که احتمال وقوع بحران ارزی طی دوره مورد بررسی به ازای یک واحد افزایش در کسری حساب جاری حدود 14 درصد افزایش مییابد. یکی دیگر از شاخصهای پیشرو بحران ارزی که اثرگذاری منفی بر بحران ارزی دارد نرخ رشد تولید ناخالص داخلی است. در واقع کشش این متغیر نشان میدهد که به ازای یک درصد افزایش در نرخ رشد تولید ناخالص دخلی، احتمال ایجاد بحران ارزی به اندازه 03/0 درصد کاهش مییابد. از طرفی اثر نهایی آن نیز بیانگر آن است که به ازای یک واحد افزایش در نرخ رشد تولید ناخالص داخلی با فرض ثبات سایر شرایط، احتمال وقوع بحران ارزی 24/0 درصد کاهش مییابد. مقدار کشش متغیر توسعه مالی حاکی از آن است که به ازای یک درصد افزایش در این متغیر با فرض ثبات سایر شرایط احتمال وقوع بحران ارزی 007/0 درصد افزایش مییابد. از سوی دیگر اثر نهایی این متغیر نیز نشانگر آن است که احتمال وقوع بحران ارزی طی دوره مورد بررسی به ازای یک واحد افزایش در توسعه مالی 004/0 درصد افزایش مییابد. لازم به ذکر است که این ضریب از نظر آماری معنیدار نمیباشد. نهایتاً مقدار کشش نرخ تورم نشانگر آن است که به ازای یک درصد افزایش در نرخ تورم با فرض ثبات سایر متغیرها احتمال وقوع بحران ارزی به میزان 54/1 درصد افزایشمییابد. همچنین اثر نهایی این ضریب نیز بیانگر آن است که با افزایش یک واحدی در نرخ تورم احتمال وقوع بحران ارزی به اندازه 33/1 درصد افزایش مییابد. بنابراین نرخ تورم نیز یکی از عوامل پیشرو در وقوع بحران ارزی میباشد.

برآورد اقتصاد سایه و فرار مالیاتی بااستفادهاز متغیرهای انضباط مالی دولت
هدف اصلی این پژوهش برآورد اقتصاد سایه و فرار مالیاتی در ایران بااستفاده از متغیرهای انضباط مالی دولت درطی دوره 94-1346 میباشد. با توجه به بزرگی اندازه دولت و کمبود درآمد، دولت ایران در بیشتر سالهای دوره مورد بررسی با کسری بودجه مواجه بوده است. تأمین مداوم کسری بودجه دولت از طریق استقراض از بانک مرکزی (چاپ پول جدید) میتواند منجر به افزایش تورم شده و در نتیجه باعث افزایش اندازه اقتصاد سایه و فرار مالیاتی ناشیاز آن شود. از طرف دیگر، در سالهای اخیر، اجرای طرح هدفمندی یارانهها، فشار مضاعفی را بر روی شرایط بودجهای دولت ایجاد کرده و باعث شده است تا دولت علاوه بر استقراض از بانک مرکزی، از طریق فروش دلارهای نفتی در بازار آزاد نیز اقدام به مقابله با کسری بودجه خود نماید، که مورد اخیر نیز به نوبه خود باعث نوسانات زیاد نرخ ارز و افزایش تورم شده و بر افزایش اندازه اقتصاد سایه در ایران بیش از پیش دامن زده است. برای برآورد اقتصاد سایه در مطالعه حاضر از روش MIMIC استفاده میشود. اکثر روشهای تخمین اقتصاد سایه، تنها یک شاخص را برای پوشش دادن همه اثرات اقتصاد سایه درنظر گرفتهاند، با این وجود اثرات اقتصاد سایه بهصورت همزمان در بخش تولید، نیروی کار و بازارهای پولی نمایان میشود. رویکرد مدلی علتهای چندگانه موجودیت و رشد اقتصاد سایه و همچنین اثرات چندگانه اقتصاد سایه در طی زمان را در نظر میگیرد. در پژوهش حاضر، متغیرهای بار مالیات در دو شاخص بار مالیات کل و بار مالیات بر واردات، درآمد حاصل از منابع طبیعی، نرخ بیکاری، نرخ ارز و سه شاخص نرخ تورم، کسری بودجه و حجم دولت بهعنوان سه متغیر در نظر گرفته شده بهعنوان متغیرهای انضباط مالی دولت و متغیر مجازی هدفمندی یارانهها بهعنوان متغیرهای علت در نظر گرفته شدند. همچنین سه شاخص مصرف انرژی، مخارج خانوار و تقاضای پول بهعنوان آثار اقتصاد سایه در مدلهای نهایی برآورد اقتصاد سایه در نظر گرفته شدند. برای برآورد اقتصاد سایه، در ابتدا 8 مدل از بهترین مدلهای برآوردی انتخاب شدند و از بین آنها مدل نهایی با رویکرد علل چندگانه آثار چندگانه (MIMIC) و با استفاده از معیارهای برازش عمومی و مقایسهای برگزیده شده است. سپس، با استفاده از اطلاعات جانبی و کالیبره کردن سری زمانی اندازه نسبی اقتصاد سایه و اندازه مطلق اقتصاد سایه بر حسب قیمت پایه سال 1383 محاسبه گشته و فرار مالیاتی ناشی از آن نیز بهصورت نسبتی از اقتصاد سایه محاسبه شده است. نتایج نشان میدهد که میانگین اندازه نسبی اقتصاد سایه طی دوره زمانی مورد نظر 24/30 درصد است. حداکثر مقدار اندازه نسبی اقتصاد سایه در سال 1387 و برابر با 3/43 درصد و حداقل مقدار در سال 1347 و برابر با 01/18 درصد است. میانگین اندازه مطلق اقتصاد سایه برابر با 5/388719 میلیارد ریال است. حداکثر مقدار اندازه مطلق اقتصاد سایه در سال 1390 و برابر با 2/885642 میلیارد ریال و حداقل مقدار آن در سال 1346 و برابر با 6/88687 میلیارد ریال است. میانگین فرار مالیاتی 85/19952 میلیار ریال است. حداقل مقدار فرار مالیاتی در سال 1346 و برابر با 8/3923 میلیارد ریال و حداکثر مقدار آن در سال 1394 و برابر با 6/56628 میلیارد ریال است. در مدل نهایی انتخابی اقتصاد سایه، متغیرهای بار مالیات بر واردات، درآمد حاصل از منابع طبیعی، نرخ بیکاری، نرخ تورم، کسری بودجه و متغیر مجازی هدفمندی یارانهها بهعنوان متغیر علت در نظر گرفته شدند و متغیرهای حجم پول و مخارج خانوار بهعنوان متغیرهای شاخص در نظر گرفته شدند. نتایج نشان میدهد که بار مالیات بر واردات و نرخ بیکاری از علل اصلی پیدایش اقتصاد سایه در ایران هستند. با در نظر گرفتن سه متغیر نرخ تورم، کسری بودجه و حجم دولت بهعنوان متغیرهای انضباط مالی دولت، یافتهها نشان میدهند که تورم و کسری بودجه اثر مثبت بر اقتصاد سایه و فرار مالیاتی ناشی از آن دارند. در نتیجه، میتوان با کاهش هزینههای مصرفی و اندازه دولت در جهت کاهش کسری بودجه دولت و انضباط مالی بیشتر دولت حرکت کرد. بنابراین، کنترل کسری بودجه و نرخ تورم منجر به افزایش انضباط مالی دولت شده و در نهایت اندازه اقتصاد سایه در ایران و فرار مالیاتی ناشی از آن را کاهش خواهد داد.

کاربرد آزمون علیت گرنجری پانلی بوت استرپ در تعیین رابطه بین درجه باز بودن تجاری و رشد اقتصادی: مطالعه موردی کشورهای منطقه منا
رابطه درجه بازبودن تجاری و رشد اقتصادی جزو موضوعاتی است که هنوز در خصوص آن توافقی بین اقتصاددانان شکل نگرفته است. اختلاف نظرهای موجود صرفا به حوزه تئوریک محدود نشده و در مطالعات تجربی صورت گرفته نیز نتایج بعضا متناقضی دیده میشود. مطالعات تجربی انجام شده در این حوزه در دو دسته کلی قابل تقسیمبندی هستند: دسته اول مطالعاتی هستند که تاثیر درجه باز بودن تجاری بر رشد اقتصادی و یا تاثیر رشد اقتصادی بر درجه باز بودن تجاری را در قالب تحلیل رگرسیون متعارف و یا تکنیکهای همانباشتگی مورد بررسی قرار دادهاند. دسته دوم مطالعاتی را شامل میشود که از علیت گرنجری جهت تشخیص رابطه بین درجه باز بودن تجاری و رشد اقتصادی استفاده کردهاند. بر اساس این دستهبندی، این مطالعه در گروه دوم قرار میگیرد. یکی از دلایل تناقضات تجربی که در مطالعات تجربی دسته دوم وجود دارد این است که در این مطالعات (که اغلب با دادههای بین کشوری انجام شده است) به همبستگی بین مقطعی و همچنین ناهمگنی ضرایب توجه نشده است. بر این اساس، هدف این مطالعه، بررسی تجربی رابطه علیت گرنجری بین درجه باز بودن تجاری و رشد اقتصادی در کشورهای منتخب منطقه منا با در نظر گرفتن همبستگی بین مقطعی و ناهمگنی ضرایب است. در این راستا، در این مطالعه از رویکرد علیت گرنجری پانلی بوت استرپ پیشنهاد شده توسط کونیا (2006) استفاده شده است.در روشی که کونیا ارائه نموده است، نیازی به انجام آزمون علیت به صورت مشترک برای همه مقاطع وجود ندارد و میتوان وجود علیت را برای همه مقاطع به صورت جداگانه بررسی کرد. برتری این روش، نسبت به روش علیت گرنجری در چارچوب سری زمانی (بررسی علیت به صورت کاملا جداگانه برای هر مقطع) این است که در روش کونیا، از همبستگی که در چارچوب دادههای تابلویی ممکن است بین مقاطع وجود داشته باشد، بهره گرفته میشود و استفاده از این اطلاعات اضافی منجر به نتایج بهتر میشود. کونیا برای بهرهگیری از این اطلاعات از روش SUR برای تخمین استفاده میکند. مزیت روش SUR در این است که به اطلاعات ماتریس واریانس-کواریانس نیز توجه دارد و این موضوع سبب کاراتر شدن تخمینها میشود. مزیت دیگر روش کونیا این است که ناایستا بودن متغیرها نمیتواند صحت نتایج حاصلشده را تحت تاثیر قرار دهد و بنابراین در چارچوب این مدل، نیازی به بررسی ایستایی متغیرها وجود ندارد. لازم به ذکر است آمار و اطلاعات استفاده شده در این تحقیق، مربوط به 9 کشور منتخب منطقه منا در بازه سالهای 1970 تا 2016 است. بر این اساس، نتایج این مطالعه نشان داد که رابطه علی یکطرفه از درجه باز بودن تجاری به تولید ناخالص داخلی حقیقی در کشورهای الجزایر، مصر، ایران، مراکش، عمان، عربستان و تونس وجود دارد و در کشورهای عراق و مالت چنین رابطهای مشاهده نمیشود. از سوی دیگر در هیچ یک از کشورهای مورد مطالعه، رابطه علی از رشد اقتصادی به درجه باز بودن تجاری قابل مشاهده نیست. بنابراین میتوان استدلال کرد که همانند اغلب کشورهای در حال توسعه، در کشورهای منطقه منا نیز، آزادسازی تجاری، رشد اقتصادی آنها را تحریک میکند ولی افزایش نسبت تجارت خارجی به تولید در این کشورها، لزوما منجر به رشد اقتصادی آنها نمیشود.

بررسی رابطه علّی بین سلامت زنان و رشد اقتصادی در کشورهای گروه D8: رهیافت علیت پانلی کونیا
سلامت مردمان، یکی از نگرانیهای مهم اقتصادیبخصوص در کشورهای درحال توسعه به شمار میرود. چرا که این مفهوم دارای نقشی مهم در فرآیند توسعه بوده و به عنوان یکی از مهمترین سرمایهگذاریهادر زمینه نیروی انسانی نگریسته میشود. درموردرابطهبینسلامتزنانورشداقتصادیدیدگاههایمختلفیوجوددارد؛سوالیکهدربیناقتصاددانانمطرحاستایناستکهآیارشداقتصادیمتأثرازسلامتزناناستیارشداقتصادیعلتسلامتزناناست؟با وجود اهمیت بالای متغیر سلامت بخصوص سلامت زنان، بسیاری از حیطههای مرتبط با سلامت زنان کمتر مورد توجه قرار گرفته است. در واقع، پرداختن به سلامت زنان، سرمایهگذاری برای نسلهای بعدی است و غفلت از آن نتایج جبران ناپذیری میتواند در پی داشته باشد. علاوه بر سلامت نسلهای آتی، سلامت زنان به صورت مستقیم نیز بر رشد اقتصادی کشورها تاثیرگذار است. از آنجایی که نیروی انسانی یکی از عوامل موثر در توسعه جوامع هستند زنان نیز بهعنوان نیمی از جمعیت دنیا سهم عمدهای در عرصه توسعه اقتصادی و به دنبال آن نقش موثر و سازندهای در به حرکت درآوردن بخشهای مختلف اقتصادی دارند. همچنین یکی از مهمترین گروههای اجتماعی متأثر از کیفیت زندگی و در عین حال موثر بر آن میباشند. این گروه از آنجا که ارتباط مؤثر و سازنده ای با گروههای اجتماعی جامعه دارند، علاوه بر وظایف شخصی نقش مهمی در پیشرفتهای اجتماعی و توسعه پایدار آن ایفا میکنند. آنان برای تسریع روند تغییر و توسعه پایدار جامعه، مسئولیت بهسزا و تعیین کنندهای بر عهده دارند. به همین علت کشورهایی که در مسیر توسعه سازنده قرار دارند؛ به این موضوع پی بردهاند که ضرورت ایجاد جامعه سالم در گرو وجود زنان مؤثر در جامعه است. زنان سالم بیشتر قادر هستند تا به صورت کارآمدی در بازار کار با نتایج مستقیم برای تأمین مؤثر نیروی کار و بنابراین سطح و رشد خروجی اقتصادی مشارکت بکنند و هر چقدر سلامتی بیشتر باشد بازدهی به سرمایههای آموزشی افزایش مییابد. با توجه به اهمیت سلامت بر رشد اقتصادی و با توجه به اینکه سلامت به عنوان یکی از مؤلفههای اساسی سرمایه انسانی محسوب میشود در این پژوهش تلاش نمودیم تا اثر متغیرهای امید به زندگی، نرخ باروری و نرخ مرگ و میر را بر رشد اقتصادی کشورهای گروه D8 بررسی نماییم. این پژوهش به بررسی جهت علیت بین شاخصهای سلامت زنان (امید به زندگی، نرخ باروری و نرخ مرگ و میر) و رشد اقتصادی طی دوره 2016-1990 با استفاده از رویکرد علیت گرنجری تلفیقی کونیا (2006) در کشورهای گروه D8پرداخته است. این روش مبتنی بر رگرسیون به ظاهر نامرتبط (SUR) و آزمونهای والد با مقادیر بحرانی بوت استرپ خاص هر کشور است. همچنین برای آزمون علیت در مجموعه کشورهایD8 از آزمون علیت دومیترسکو- هورلین استفاده شده است. دادههای مورد نیاز از پایگاه دادههای آماری بانک جهانی استخراج شده است. ابزارهای اقتصادسنجی مورد استفاده در این پژوهش، نرمافزارهای STATA14، TSP، GAUSS16است. یافتههایاینپژوهشحاکیاز آن است که در کشورهای گروه D8 فرضیه مبنی بر عدم وجود رابطه علیت از متغیرهای امید به زندگی، نرخ باروری و نرخ مرگ و میر به رشد اقتصادی را در سطح معناداری 5 درصد نمیتوان رد کرد، ولی فرضیه مبنی بر عدم وجود رابطه علیت از رشد اقتصادی به امید به زندگی، نرخ باروری و نرخ مرگ و میر رد میشود. به این معنی که رابطه علیت از سمت متغیرهای شاخصهای سلامت به سمت رشد اقتصادی وجود ندارد ولی از سمت رشد اقتصادی به سمت شاخصهای سلامت رابطه علیت وجود دارد. بنابراین رابطهعلی یکطرفه از رشد اقتصادی به امید به زندگی، نرخ باروری و نرخ مرگ و میر وجود دارد. پس نتیجه میگیریم که دراغلب کشورهای گروه D8 و در مجموعه این کشورها به صورت یک کل رابطهعلی یکطرفه از رشد اقتصادی به شاخصهای سلامت زنان وجود دارد.

اثر سیاستهای احتیاطی کلان بر رشد اعتبارات و قیمت مسکن
در سالهای اخیر، بسیاری از کشورها چرخههای رونق و رکود را در اعتبارات و قیمت داراییها تجربه کردهاند که برخی از آنها منجر به رکود شدید مالی شده است. ازآنجاکه در هر دو گروه از کشورهای پیشرفته و نوظهور خرید مسکن به مقدار زیاد تحت تأثیر اعتبارات بخش مسکن بوده، کاهش قیمت مسکن در این دو گروه مشابه بوده است. در واکنش نسبت به این چرخهها، سیاستگذاران در بسیاری از کشورها سیاستهای احتیاطی کلان را بهعنوان اولین راه مقابله با ریسک بیثباتی مالی بهکاربردهاند. معیارهای احتیاطی کلان، ابزارهای سیاستی هستند که در سالهای اخیر بهشدت مورداستفاده قرارگرفتهاند. این ابزارها عرضهکنندگان و یا متقاضیان خدمات مالی (خانوارها و بنگاهها) را هدف قرار میدهند. در مورد رابطه بین ثبات پولی و ثبات مالی و اثرات آنها بر یکدیگر اجماع نظر وجود ندارد. برخی استدلال میکنند که هرچند ممکن است نرخهای سود بالا باعث کنترل تورم (ثبات پولی) شوند، ولی از سوی دیگر موجب تخریب ترازنامه بانکها (بیثباتی مالی) میشوند. استدلال دیگر این است که در هنگام بیثباتی مالی سیاست پولی انقباضی، احتمال بیثباتی در نهادهای مالی را تشدید میکند. برخی اقدامات نهادهای پولی نظیر بانک مرکزی را عامل بیثباتیهای مالی میدانند. درحالیکه برخی بر این باورند که حفظ ثبات مالی همیشه یکی از وظایف ذاتی بانک مرکزی است. بهعلاوه عدم همکاری میان سیاستگذاران احتیاطی کلان و مقام پولی ممکن است منجر به سیاستهای متضاد شده و نتایج غیر بهینه به همراه داشته باشد. همچنین، سیاست پولی و سیاستهای احتیاطی کلان بهعنوان مکمل میتوانند ثبات پولی و مالی راه طور همزمان تضمین کنند. در این مقاله اثر سیاستهای احتیاطی کلان و تعامل سیاستهای پولی و احتیاطی بر رشد اعتبارات و قیمت مسکن با استفاده از روش گشتاور تعمیمیافته موردمطالعه قرار میگیرد. برای این منظور ابتدا شاخص ابزارهای احتیاطی کلان (ازجمله الزامات سرمایهای، نسبت وام به ارزش و بازپرداخت بدهی به درآمد) برای اقتصادهای پیشرفته و نوظهور طی دوره زمانی 2000 تا 2014 ساخته میشود. سپس یک شاخص کلی تحت دو سناریو سختگیری (انقباضی) و سهولت (انبساطی) ساخته میشود. شاخص کلی ساختهشده وضعیت سیاست احتیاطی کلان هر کشور را نشان میدهد. برای ساخت ابزارهای احتیاطی کلان از دادههای احتیاطی کلان پیمایش صندوق بینالمللی پول (2011) که در مطالعه لیم و همکاران (2011) و شیم و همکاران (2013) آورده شده، استفادهشده است. در این مقاله به تبعیت از اکینسی و رمزی(2018) با استفاده از هفت ابزار احتیاطی کلان (نسبت وام به ارزش، بازپرداخت بدهی به درآمد و دیگر ابزارهای بخش مسکن، الزامات سرمایهای پویا، الزامات پوشش زیان وام، محدودیتهای وام مصرفی و سقف رشد اعتبارات)، شاخص کل برای سیاست احتیاطی کلان و به تفکیک زیر شاخصهای مسکن و غیر مسکن برای کشورهای موردمطالعه ساختهشده است. برای ساخت ابزارهای احتیاطی کلان از متغیر دامی استفادهشده است. اگر ابزار احتیاطی کلان در فصل موردنظر اتخاذشده باشد و یا شدت بگیرد متغیر دامی عدد یک، کاهش یابد عدد منفی یک، و اگر از هیچ ابزار احتیاطی استفاده نشود مقدار صفر را به خود میگیرد. شاخص کل سیاست احتیاطی کلان برای هر یک از بخشهای مسکن و غیر مسکن حاصل جمع متغیرهای دامی است. بهعلاوه، با تجمیع متغیرهای دامی ابزارهای خاص در هر کشور، شاخصهای سیاست احتیاطی کلان مسکن و غیر مسکن ساخته میشود. همچنین از جمع شاخصهای مسکن و غیر مسکن شاخص کل کلان احتیاطی بهدستآمده است. نتایج نشان داد که شاخصهای سیاست احتیاطی کلان (کل مسکن) اثر معنیداری روی رشد قیمت مسکن و کاهش رشد اعتبارات نداشته است. اما اتخاذ همزمان سیاستهای احتیاطی کلان و سیاست پولی توانسته است رشد اعتبارات و بهتبع آن رشد قیمت مسکن را مهار کند. معهذا، مقایسه ضرایب نشان میدهد که اثر این ابزارها بر رشد اعتبارات بیشتر از رشد قیمت مسکن بوده است. این نتیجه که همراستا با نتایج سایر تحقیقات ازجمله وندن بچ و همکاران (2012)، کاتنر و شیم (2013)، بیرن و فریدریچ (2014)، برونو و همکاران (2017) است، نشان داد که کارایی سیاستهای احتیاطی کلان در کنترل رشد اعتبارات بیشتر از کاهش قیمت مسکن است. از طرف دیگر سیاستهای پولی در تعامل باسیاستهای احتیاطی غیر اعتبارات و در تعامل باسیاستهای احتیاطی بخش مسکن در کنترل قیمت مسکن مؤثرتر بودهاند. بهعبارتدیگر سیاستهای احتیاطی که بخش مسکن را هدف قرار دادهاند سیاستهای مؤثرتری در مهار قیمت مسکن بودهاند. این در حالی است که برای کاهش رشد اعتبارات سیاستهای احتیاطی غیر مسکن مؤثرتر بوده است.
