The results of various studies show that export development has positive effects on the economy as a whole. on the other hand, one of the biggest challenges for exporters in the country is due to the lack of knowledge about how to effectively market abroad. Even with advanced technology, social media tools, and digital marketing devices marketing outside of one’s borders is a big challenge for most small businesses in the country. One way businesses try to overcome this challenge is to look for new markets that are easy to do business in and identify customers in those markets. A review of the trend of export of goods based on the statistics provided by the customs office of Iran shows that the value of the export dollar during the years 2001-2018 with an average annual growth rate of 16.23% from $4.2to $44.7. In addition to the above mentioned fact about export increasing trend, the trend of the number of countries importing goods from Iran during the studied years indicates that the target markets are generally being limited from 170 countries in 2008 to 140 countries in 2014 and 147 countries in 2018. In 2018, only nine countries marked more than 80 percent of the export’s value of the country's total non-oil goods export, i.e. the development of non-oil goods exports, despite the increase in value, but for various reasons, including political and economic sanctions, has moved toward focusing on some limited countries. In this paper, knowing the importance of export development of non-oil goods in the past two decades, and aiming of creating a vision for export development, we have identified the most important issues and barriers to exports in the form of five main categories include "macroeconomic issues", "production issues", "exporter", "rules and regulations" and "logistics and support services". We used a fuzzy AHP model Based on the opinions of exporters to prioritize the obstacles and barriers to t non-oil export development. According to the findings of this study, among of 185 obstacles and problems under the above five mentioned categories, the first ten one ranked as follows: "High cost of product", "high exchange rate related to imported raw materials", "US sanctions against the country", "high cost of transportation and transfer of product to target market", "unsuitable product pricing policy", "foreign policies of the country", " ignoring the tastes and needs of the customers in export markets", "imposing high tariff rates by target countries", "high costs of obtaining licenses for the sale of goods in export market", "high share of taxes on imports of raw materials", and "customs clearance costs".}, keywords = {International Trade,Iranian Non-Oil goods Export,Fuzzy AHP}, title_fa = {بررسی تحلیلی و اولویت بندی موانع توسعه صادرات کالاهای غیر نفتی کشور: رویکرد FAHP}, abstract_fa = {یکی از مباحث جدی که در سالهای متمادی مورد توجه و بررسی اندیشمندان و فعالان اقتصادی و بازرگانی کشور قرار داشته، موضوع صادرات غیرنفتی و مشکلات و موانع موجود بر سر توسعه آن می‏ باشد. این مسئله از آنجا نشات می‏ گیرد که موضوع توسعه صادرات، به عنوان یک راهبرد تجاری، عامل و در بعضی مواقع به عنوان موتور محرکه رشد اقتصادی و پیشرفت و توسعه در کشورها شناخته شده است. نتایج مطالعات زیادی نشان می دهد که توسعه صادرات دارای اثرات مثبت بر اقتصاد ملی است و از جمله موجب تقویت تجارت خارجی و هدایت تولید و تخصیص منابع در جهت مزیتهای نسبی کشور، رشد اقتصادی، ارز آوری، وتسهیل ورود کالاهای سرمایه ‏ای برای تولید بیشتر، و افزایش سرمایه ‏گذاری و تشکیل سرمایه برای تولید بیشتر می شود. این دستاوردها برای کشورهایی مانند ایران ، که بخش زیادی از درآمدهای ارزی آنها مربوط به صدور نفت و مواد خام می ‏باشد، چشمگیرتر می ‏شوند. بررسی روند صادرات کالاهای غیرنفتی ایران بر اساس آمارهای ارائه شده از سوی گمرک کشور نشان می ‏دهد ارزش دلاری صادرات غیرنفتی طی سالهای 1380 تا 1397 با نرخ رشد متوسط سالانه 23/16 درصد از 2/4 میلیارد دلار به 7/44 میلیارد دلار رسیده است. اما بررسی وضعیت صادرات کالاهای غیر نفتی در طی 17 سال نشان می دهد که بازارهای صادراتی ما در حال کوچک شدن و متمرکز شدن است. نکته ای که باید آن را جدی گرفت. اینکه چه مشکلات و نارسایی‏ هایی در توسعه صادرات کالایی یا توسعه بازارها وجود دارند مستلزم بررسی و طبقه بندی هستند. در این مقاله ما با درک اهمیت توسعه صادرات کالاهای غیرنفتی کشور در بطن تجارب دو دهه گذشته، و با هدف ایجاد چشم اندازی برای توسعه صادرات، مهمترین مسائل و موانع صادراتی را در قالب پنج محور اصلی «مسائل کلان اقتصادی»، « مسائل تولید» ، «صادرکننده»، «قوانین و مقررات» و «خدمات لجستیک و پشتیبانی» شناسایی و بر اساس نظرات صادرکنندگان، آنها را در قالب الگوی AHP فازی اولویت بندی کرده ایم. بر اساس یافته های این تحقیق 185 مانع و مشکل حول پنج محور فوق شناسایی که پس از طبقه بندی ذیل گروه های فرعی، ده مانع و مشکل نخست بر سر راه صادرات کالاهای غیرنفتی کشور به ترتیب به این شرح استخراج شده اند: «بالا بودن هزینه‏های تمام شده محصول» ، «بالابودن نرخ ارز مربوط به مواد اولیه وارداتی» ، «تحریم‏های آمریکا بر علیه کشور»، «بالابودن هزینه نرخ حمل و نقل و انتقال محصول به بازار هدف»، «قیمت‏گذاری محصول مبتنی بر نگاه کوتاه مدت و کسب سود» ، «سیاستهای خارجی کشور» ، «عدم شناخت سلیقه و نیاز مخاطبین»، «اعمال نرخهای تعرفه بالا از سوی کشورهای هدف»، «بالا بودن هزینه‏های اخذ مجوز فروش محصول از نهادهای داخلی»، «بالابودن سهم مالیات بر واردات مواد اولیه» و «هزینه‏ های ترخیص کالا در گمرک».}, keywords_fa = {تجارت بین الملل,صادرات کالاهای غیرنفتی,موانع و مشکلات صادراتی,اولویت بندی,AHP فازی}, url = {https://jqe.scu.ac.ir/article_17113.html}, eprint = {} }
