Given that housing prices in both advanced and emerging countries have been heavily influenced by housing credit, the decline in housing prices is similar in both groups of countries. In response to these cycles, authorities in many countries have used macro prudential policies as the frontline of defense against the financial instability risks. Macro prudential measures are, indeed, policy tools that have been used intensively in recent years to target suppliers or applicants of financial services (e.g., households and firms). There is no consensus on the relationship between monetary stability and financial stability and their effects on each other. Some argue that while high-interest rates may control inflation (monetary stability), they are deemed to destroy banks’ balance sheets (financial instability). Another argument is that in the financial instability condition, the contraction monetary policy intensifies the likelihood of instability in the financial institutions. In turn, some believe that the financial policies adopted by monetary institutions, including the central bank, are the leading causes of financial instability. On the other hand, some believe that financial stability preservation is always one of the intrinsic duties of the central bank. In effect, the lack of cooperation between the macro prudential and monetary policy-maker authorities may lead to conflicting policies and, therefore non-optimal results. Moreover, monetary and macro prudential policies as complements to each other can guarantee monetary and financial stability at the same time. This paper studies the effect of macro prudential policies and the interaction of monetary and macro prudential policies on the credit growth and housing prices using the generalized moment method. To that end, the first macro prudential tools index (including the capital requirements, loan-to-value ratios, and debt-to-income ratios) are constructed for the advanced and emerging economies over the period 2000 to 2014. Then, an aggregate index was constructed under two scenarios of tightening (contraction) and easing (expansion) actions. In effect, the produced aggregate index showed the state of macro prudential policy in each country. To construct the macro prudential tools, IMF (2011) data used in the study of Lim et al. (2011) and Shim et al. (2013) were considered. Following Eckinsky and Ramsey (2017), this paper used seven macro prudential tools (i.e., loan-to-value ratios, debt-to-income repayments and other housing sector tools, countercyclical capital requirements, loan-loss provision requirements, consumer loan limits, and credit growth limits), to construct the aggregate indicator for the macro prudential policy and sub-indices for housing and non-housing in the studied countries. The dummy variable was, in turn, used to construct the macro prudential tools. If the macro prudential tool was used or intensified in the desired season, the dummy variable was considered 1, and if the use of the macro prudential tool was reduced, the dummy variable was -1. Otherwise, if no macro prudential tool was used, the value was zero. The aggregate macro prudential policy index for each of the housing and non-housing sectors was considered as the sum of the dummy variables. In addition, by aggregating the dummy variables of the specific tools in each country, the non-housing and housing macro prudential policy indexes were constructed. The aggregate macro prudential index was also obtained from the sum of the housing and non-housing indexes. The results showed that the macro prudential policy indexes (aggregate-housing) had no significant effect on the housing prices and credit growth. However, the simultaneous adoption of the macro prudential policies and monetary policies inhibited the growth of the credit and, consequently the rise in the housing prices. In turn, a comparison of the coefficients showed that the effect of these tools on the credit growth was greater than the housing price growth. This finding, consistent with the results of other research including Wenden Beach et al. (2012), Kotner and Shim (2012), Brno and Friedrich (2014), Bruno et al. (2017), showed that the effectiveness of macro prudential policies in controlling the credit growth was more than lowering the housing prices. On the other hand, the interaction of monetary policies with the non-housing and housing macro prudential policies produced results which were more effective in controlling the credit and housing prices, respectively. In other words, the macro prudential policies that targeted the housing sector were more effective in controlling the housing prices. However, non-housing macro prudential policies were more effective in reducing the credit growth.}, keywords = {housing prices,GMM,for macroprudential policies}, title_fa = {اثر سیاست‌های احتیاطی کلان بر رشد اعتبارات و قیمت مسکن}, abstract_fa = {در سال­های اخیر، بسیاری از کشورها چرخه­های رونق و رکود را در اعتبارات و قیمت دارایی­ها تجربه کرده­اند که برخی از آن‌ها منجر به رکود شدید مالی شده است. ازآنجاکه در هر دو گروه از کشورهای پیشرفته و نوظهور خرید مسکن به مقدار زیاد تحت تأثیر اعتبارات بخش مسکن بوده، کاهش قیمت مسکن در این دو گروه مشابه بوده است. در واکنش نسبت به این چرخه­ها، سیاست‌گذاران در بسیاری از کشورها سیاست­های احتیاطی کلان را به‌عنوان اولین راه مقابله با ریسک بی‌ثباتی مالی به‌کاربرده‌اند. معیارهای احتیاطی کلان، ابزارهای سیاستی هستند که در سال­های اخیر به‌شدت مورداستفاده قرارگرفته‌اند. این ابزارها عرضه‌کنندگان و یا متقاضیان خدمات مالی (خانوارها و بنگاه­ها) را هدف قرار می­دهند. در مورد رابطه بین ثبات پولی و ثبات مالی و اثرات آن‌ها بر یکدیگر اجماع نظر وجود ندارد. برخی استدلال می­کنند که هرچند ممکن است نرخ­های سود بالا باعث کنترل تورم (ثبات پولی) شوند، ولی از سوی دیگر موجب تخریب ترازنامه بانک­ها (بی‌ثباتی مالی) می­شوند. استدلال دیگر این است که در هنگام بی‌ثباتی مالی سیاست پولی انقباضی، احتمال بی‌ثباتی در نهادهای مالی را تشدید می­کند. برخی اقدامات نهادهای پولی نظیر بانک مرکزی را عامل بی‌ثباتی‌های مالی می­دانند. درحالی‌که برخی بر این باورند که حفظ ثبات مالی همیشه یکی از وظایف ذاتی بانک مرکزی است. به‌علاوه  عدم همکاری میان سیاست‌گذاران احتیاطی کلان و مقام پولی ممکن است منجر به سیاست­های متضاد شده و نتایج غیر بهینه به همراه داشته باشد. همچنین، سیاست پولی و سیاست­های احتیاطی کلان به‌عنوان مکمل می­توانند ثبات پولی و مالی راه طور هم‌زمان تضمین کنند. در این مقاله اثر سیاست­های احتیاطی کلان و تعامل سیاست­های پولی و احتیاطی بر رشد اعتبارات و قیمت مسکن با استفاده از روش گشتاور تعمیم‌یافته موردمطالعه قرار می­گیرد. برای این منظور ابتدا شاخص ابزارهای احتیاطی کلان (ازجمله الزامات سرمایه­ای، نسبت وام به ارزش و  بازپرداخت بدهی به درآمد) برای اقتصادهای پیشرفته و نوظهور طی دوره زمانی 2000 تا 2014 ساخته می‌شود. سپس یک شاخص کلی تحت دو سناریو سخت­گیری (انقباضی) و سهولت (انبساطی) ساخته می­شود. شاخص کلی ساخته‌شده وضعیت سیاست احتیاطی کلان هر کشور را نشان می­دهد. برای ساخت ابزارهای احتیاطی کلان از داده­های احتیاطی کلان پیمایش صندوق بین‌المللی پول (2011) که در مطالعه لیم و همکاران (2011) و شیم و همکاران (2013) آورده شده، استفاده‌شده است. در این مقاله به تبعیت از اکینسی و رمزی(2018) با استفاده از هفت ابزار احتیاطی کلان (نسبت وام به ارزش، بازپرداخت بدهی به درآمد و دیگر ابزارهای بخش مسکن، الزامات سرمایه­ای پویا، الزامات پوشش زیان وام، محدودیت­های وام مصرفی و سقف رشد اعتبارات)، شاخص کل برای سیاست احتیاطی کلان و به تفکیک زیر شاخص­های مسکن و غیر مسکن برای کشورهای موردمطالعه ساخته‌شده است. برای ساخت ابزارهای احتیاطی کلان از متغیر دامی استفاده‌شده است. اگر ابزار احتیاطی کلان در فصل موردنظر اتخاذشده باشد و یا شدت بگیرد متغیر دامی عدد یک، کاهش یابد عدد منفی یک، و اگر از هیچ ابزار احتیاطی استفاده نشود مقدار صفر را به خود می­گیرد. شاخص کل سیاست احتیاطی کلان برای هر یک از بخش­های مسکن و غیر مسکن حاصل جمع متغیرهای دامی است. به‌علاوه، با تجمیع متغیرهای دامی ابزارهای خاص در هر کشور، شاخص­های سیاست احتیاطی کلان مسکن و  غیر مسکن ساخته می­شود.  همچنین از جمع شاخص­های مسکن و غیر مسکن شاخص کل کلان احتیاطی به‌دست‌آمده است. نتایج نشان داد که شاخص‌های سیاست­ احتیاطی کلان (کل مسکن) اثر معنی‌داری روی رشد قیمت مسکن و کاهش رشد اعتبارات نداشته است. اما اتخاذ هم‌زمان سیاست­های احتیاطی کلان و سیاست پولی توانسته است رشد اعتبارات و به‌تبع آن رشد قیمت مسکن را مهار کند. مع‌هذا، مقایسه ضرایب نشان می­دهد که اثر این ابزارها بر رشد اعتبارات بیشتر از رشد قیمت مسکن بوده است. این نتیجه که هم‌راستا با نتایج سایر تحقیقات ازجمله وندن بچ و همکاران (2012)،  کاتنر و شیم (2013)، بیرن و فریدریچ (2014)، برونو و همکاران (2017) است، نشان داد که کارایی سیاست­های احتیاطی کلان در کنترل رشد اعتبارات بیشتر از کاهش قیمت مسکن است. از طرف دیگر سیاست­های پولی در تعامل باسیاست‌های احتیاطی غیر اعتبارات و در تعامل باسیاست‌های احتیاطی بخش مسکن در کنترل قیمت مسکن مؤثرتر بوده­اند. به‌عبارت‌دیگر سیاست­های احتیاطی که بخش مسکن را هدف قرار داده­اند سیاست­های مؤثرتری در مهار قیمت مسکن بوده­اند. این در حالی است که  برای کاهش رشد اعتبارات سیاست‌های احتیاطی غیر مسکن مؤثرتر بوده است.  }, keywords_fa = {قیمت مسکن,سیاست‌های احتیاطی کلان,روش گشتاور تعمیم‌یافته}, url = {https://jqe.scu.ac.ir/article_14792.html}, eprint = {https://jqe.scu.ac.ir/article_14792_8b44c7289ea3311c37fdb2f7655136ce.pdf} }
