This paper aims to identify and prioritize factors leading to an investment-reduction in Fars. 35 factors were extracted from the literature and 12 people of experts including professors and municipal and provincial authorities were chosen by targeted judgment method and each was given a first round Delphi questionnaire. After the first round of Delphi, an agreement was achieved on all factors except the factor related to ‘poor infrastructures (transportation, power provision, and etc.)’. The eliminated factor of first round of Delphi was moved to the second round and as no agreement was achieved from the second round neither, this factor was dropped from the investors’ questionnaire; the investors’ questionnaire was compiled with 34 factors. The investors’ questionnaire was given to 300 people including active investors at Industrial Town of Shiraz and other active investors in Shiraz and Fars. Then the received answers were prioritized by Gray relational analysis method (GRA).
Results demonstrated that “issue of receiving facilities from local banks”, “instability of raw material prices”, “insecurity of investment”, “instability of the exchange rate”, and “bureaucracy and unnecessary formalities and the long lasting procedure of license authorization and inquiries” are the most important barriers of investment in Fars, respectively.
